On the third day of the new year, the Secretary of the High Council for Human Rights visited the "Temporary Care Center for Immigrant Children", "Baharan Center for Addiction Treatment Clients" and "Niloofar Homeless Shelter for Women" and met with children and clients.
"Baharan Center for Addiction Clients" is a place for addicts who have quit drugs and need to receive, psychological help, learn skills, and to be prepared to return to normal life.
The center is equipped with a kitchen, a training workshop, a dormitory and accommodation.
According to the officials of this center, the recovered addicts will be accommodated for six to nine months, which, while providing additional training for the complete recovery of the disease, will enable them to establish proper communication with their families and society.
On the sidelines of visiting the center, the Deputy of International Affairs to the Judiciary acknowledged: "The main issue in the treatment and recovery of addicts is their empowerment and return to society which requires the patient efforts of the addicts, their family, therapists and responsible organizations."
Referring to the importance of the family institution in society, Bagheri Kani stated that without effective participation and active role-playing of the family institution, any other effort will be fruitless and other costs will be without achievement.
Mentioning the responsibility of governmental institutions in protecting the family, the Secretary of the High Council for Human Rights stressed that the only authority that can stand against all software attacks of the enemy and defend the Islamic revolutionary and national identity and provide a suitable platform for the country's comprehensive development is the institution of the family, and therefore any action or omission by governmental agencies and institutions that weakens the institution of the family is not only a violation of religious norms, but also a non-revolutionary act against the national interests.
The "Temporary Care Center for Immigrant Children" is a place for Afghan children who have been abused for various reasons, including family negligence. They are cared and returned to their families if the family is considered capable of taking care of the child.
"Children are identified and collected by child support patrols, and after being transferred to the center, their information is recorded," said a staff member at the Center for the Care of Children about the process of identifying and providing services to children.
Upon arrival, children are registered in this center and after admission they take a bath and are examined by a doctor and a psychiatrist. These children stay in this center for 24 hours and return to the family after inquiring from the Citizens' Office, he added.
According to the center's officials, if a child is picked up from the street for the second time by patrols, the family will be warned and children under the age of six will be placed in a permanent care unit where they will be given the necessary training. In the last nine months, 627 working children have been provided with services, and only 41 of these children have been collected for the second time by street patrols.
The Secretary of the HCHR visited the center and talked to the staff and 22 children.
On the sidelines of the visit to the Center for Temporary Care of Immigrant Children, Bagheri Kani told reporters that using children as labor is cruelty to children and contrary to the philanthropic vision of the Islamic Republic of Iran. Therefore, the Islamic Republic has provided opportunities for children to live in a happy atmosphere with hope for their future.
In addition to protecting against the cold, Niloofar center keeps women away from harms. Tehran has 22 homeless shelters, which have reduced the number of homeless people due to the cold to zero in winter.
According to city officials, most of the men who come to the warm houses are addicted and therefore are rejected by their families. Some of the clients themselves take refuge in these centers and others are identified and transferred to these centers through people's contact with the 137 system or by patrols.
One of the center's staff says that a file is created for the clients and in addition to the medical examination, psychological services and family follow-up is also provided. Bathing and providing three hot meals are other facilities of this center. Clients can leave and return to this center whenever they want.
During his visit to the center, the HCHR Secretary became closely acquainted with the services provided to these women.
He praised the efforts of the Welfare, Services and Social Partnerships Organization and stressed that all relevant agencies should work to eradicate the phenomenon of homelessness."
Voluntary admission of women in these centers and providing security for the injured people is one of the good initiatives carried out by the helpers, but the presence and organization of women in these centers is the beginning of work, he added.
The HR chief also said that the most important task of the center's staff and officials is to help these women return to their families and, with skill training, be able to be safe from homelessness forever."
