The High-Level Human Rights Delegation of Iran, headed by the Deputy ‎Minister for Legal and International Affairs of the Ministry of Foreign ‎Affairs and accompanied by representatives of the three legislative, judicial ‎and executive branches, arrived in Geneva today in order to participate in ‎the 48th meeting of the UPR Working Group and to explain our country's ‎fourth national human rights report.‎

During this trip, our country's delegation will present the country's national report and answer questions from representatives of other countries around the world, and will meet and discuss with officials of the UN Human Rights Council, as well as ambassadors and representatives from other countries around the world.

Explaining the Universal Periodic Review UPR, Gharibabadi referred to this mechanism as a monitoring body of the UN Human Rights Council with the aim of examining the human rights situation of all UN member states equally and non-selectively, which was established in accordance with the Human Rights Council's founding resolution in March 2006.

He emphasized: This mechanism examines the situation of all UN member states every four and a half years, and the states are obliged to report on the implementation of the accepted recommendations, along with other human rights developments and initiatives within the established framework.

The head of the delegation of the Islamic Republic of Iran to the Human Rights Council reminded: The High Council for Human Rights, as the national authority of the UPR, has prepared the fourth national report in cooperation with relevant agencies and submitted it to the UPR Secretariat of the Human Rights Council on 7 October 2024.

According to the Deputy Minister of Legal and International Affairs of the Ministry of Foreign Affairs of the Islamic Republic of Iran, it has participated in the UPR Working Group meeting in three review periods in 2009, 2014 and 2019.

Gharibabadi stated that the fourth national report of the Islamic Republic of Iran within the framework of the UPR Periodic Review Mechanism was published in Persian and English by The High Council for Human Rights on January 24, 2020.

He stated: After the approval of the third UPR report on March 24, 2020, The High Council for Human Rights, as the national authority responsible for compiling the national report, provided the accepted recommendations to the relevant agencies and institutions for implementation and submission of the report. In cooperation with these agencies and in line with targeted interaction with international human rights mechanisms, the Islamic Republic of Iran sent the fourth national report to the Secretariat of the Office of the High Commissioner for Human Rights.

He continued: In this round, Iran will explain the achievements of the Islamic Republic of Iran in the legal, judicial, economic, political, social, scientific and cultural fields, as well as the activities carried out regarding the recommendations accepted by Iran in the previous round.

Referring to the introduction of the report, which considers attention to human rights as an important human ideal rooted in divine religions and considered a valuable achievement in world culture and civilization, the Deputy Foreign Minister stated: The Islamic Republic of Iran, relying on Islamic principles and its constitution, has made important progress in the field of human rights, and based on existing conditions and realities and with the aim of promoting social justice, has comprehensively invested in the economic, cultural and social fields and guaranteed the people's rights to equal participation and development.

Emphasizing that the Islamic Republic of Iran is one of the active countries in the Universal Periodic Review UPR process, Gharibabadi said: Iran's principled policy is based on supporting this non-selective and balanced mechanism.
