The high council for human rights published the guidance on Islamic Human Rights and Human Dignity Award.

HCHR- The Islamic Human Rights and Human Dignity Award is an honorary award which the High Council for Human Rights of the Islamic Republic of Iran grants to human rights activists or victims of human rights violations (either natural or legal persons) effectively and prominently involved in domains enumerated hereinunder, notwithstanding religion, race, color, gender and nationality thereof:

- System building, policymaking, literature development, culture building (promotion and education) in the Islamic human rights field;

- Clarifying and effective action in disclosing flagrant human rights violations or countering instrumentalization of human rights by human rights violators (promotion of virtue and prevention of vice);

- Sacrificing life and property and health to protect, revive or dignify the innate honor and fundamental rights of humans and supporting victims of human rights violations; and

- Playing a leadership role in the blossoming of the innate potential of nations or liberation movements in rightful combat to protect independence and freedom and sovereignty of right and justice against hegemonic governments or terrorist groups in the domain of political, economic and cultural rights.

Criteria and Indicators

The criteria and indicators for the qualification of candidates are as follows:

1. The activism is required to be in compliance with the objectives or provisions of the Cairo Declaration on Human Rights in Islam (CDHRI), 1991;

2. It is required to be influential at the national or regional or international level;

3. Innovative activities should be prioritized; and

4. Candidates who have been active beyond their organizational tasks and words are prioritized.

Selection Board

All candidates are vetted by the Award Committee whose members are the following legal persons:

- Secretary of High Council for Human Rights (Chair);
- Deputy Secretary of High Council for Human Rights for International Affairs (Secretary);
- Deputy Foreign Minister for Legal and International Affairs;
- Chair of Majlis (Parliament) Human Right Committee;
- Deputy Director of Islamic Culture and Communications Organization for International Cultural Development;
- Two opinion-making persons at the discretion of the Chair of the Board.

Value

Winners of the Islamic Human Rights and Human Dignity Committee will receive a plaque of honor and a certificate of merit as well as 10 full-size gold coins.

Awards Season Calendar

The Islamic Human Rights and Human Dignity Award is presented by the Chief of the Judiciary or the Secretary of the High Council for Human Rights at an annual ceremony in 5 August to mark the Islamic Human Rights and Human Dignity Day.

Candidate Identification Working Group

The working group’s organs include related members of the High Council for Human Rights and other relevant organs, which are tasked with introducing and vetting qualified candidates in compliance with the guidance in order to nominate candidates fulfilling minimum requirements to the Selection Board:

- Deputy Secretary of High Council for Human Rights for International Affairs (Chair);
- Representative of Ministry of Foreign Affairs;
- Representative of Ministry of Interior;
- Representative of Ministry of Justice;
- Representative of Ministry of Islamic Culture and Guidance;
- Representative of Attorney-General’s Office;
- Representative of Supreme Court;
- Representative of Police General Staff;
- Representative of Islamic Culture and Communications Organization;
- Representative of Ahl al-Bayt World Assembly;
- Representative of World Forum for Proximity of Islamic Schools of Thought; and
- Representative of Al-Mustafa International University.

Job Description for Selection Board Secretary

- Convening working group meetings;
- Receiving proposals about candidates for Islamic human rights and human dignity award from relevant organs;
- Examining the candidates’ qualifications;
- Following up on invitation to short-listed nominees;
- Preparing plaque of honor and award for winners; and
- Making necessary arrangements for ceremony.
