Referring to the agreement of the First Deputy of the Judiciary with the proposal of the Vice President for International Affairs, Gharibabadi said: “a special judicial department for dealing with lawsuits and international crimes will be established in the Judiciary of Tehran Province, and the structure and organization of this department has also been notified”
 

HCHR_Kazem Gharibabadi, the Vice President of the Judiciary for International Affairs and the Secretary General of the High Council for Human Rights of the Islamic Republic of Iran announced that after the approval of the First Deputy of the Judiciary with the proposal of the Vice President for International Affairs, a special judicial department for dealing with lawsuits and international crimes will be formed in Tehran province's justice system, and the structure and organization of this department has also been announced”.
 

Pointing out that this department has been formed with the aim of concentrating, coordinating and speeding up the handling of crimes and lawsuits with an international aspect, he added: “Vindicating the rights of Iran and Iranians violated by the actions of foreign countries, supporting the rights of non-Iranian citizens and facilitating their access to specialized judicial authorities, creating a focus and appropriate structure in the judiciary in order to deal with international issues, adopting an appropriate legal and criminal policy with speed, precision and deterrence in dealing with international claims, improving efficiency and strengthening communication and interaction between the judicial authority and bailiffs in dealing with related cases and persuading public opinion about the seriousness of the judicial system in dealing with matters that violate the rights of Iran and Iranians in the international arena, are the main goals and missions of this judicial department.

The Vice President of the Judiciary for International Affairs stated: “Among the most important crimes that will be dealt with in this department by experienced and expert judges in international affairs are: crimes committed by non-Iranian nationals and those aiding and abetting them; crimes committed by Iranian citizens abroad; crimes committed against citizens of foreign countries; crimes committed inside an Iranian aircraft outside of Iran or a foreign aircraft in cases where Iranian courts have jurisdiction; crimes related to foreign political and consular agents and against political and consular places and properties; terrorist crimes committed with the support of foreign countries and persons; implementation of criminal judicial assistance and crimes of human trafficking and illegal crossing of the border”.

Mentioning the legal issues that will be dealt with in this department, Gharibabadi added: “Other legal matters that are dealt with in this department are: The violation of the rights of Iranians in the international arena; lawsuits subject to the Judiciary Jurisdiction Law of the Islamic Republic of Iran to deal with civil lawsuits against foreign governments approved in 2011; lawsuits regarding the law against human rights violations and adventurous and terrorist actions of the US in the region approved in 2017; lawsuits regarding the Law of Intensification of Combating Terrorist Actions of the United States Government approved in 1989; Lawsuits on the subject of the Law of Countering Hostile Actions of the Zionist Regime against Peace and Security approved in 2020; implementation of legal judicial assistance; claims of non-Iranian nationals; lawsuits subject to Article 1 of the law obliging the government to follow up and claim the rights of Iranian nationals and diplomats affected by the actions of foreign governments, especially the US occupying government approved in 2010 and lawsuits subject to Article 1 of the law obliging the government to pursue compensation for damages caused by the actions and crimes of the United States against Iran and Iranian nationals, approved in 2016.
